I think it depends on the writer if he's to follow "rules" or not, as long as they're able to express themselves. The strict rules can excersise creativity and discipline out of the poet whereas free verse gives a feeling of having no bounderies.

For me, rules are tools! Meaning, when I don't know where to begin, or where to go with a poem, I use rules to help steer it in a direction. Sometimes I use pre-existing rules if I favor a particular form, sometimes I create my own! Oulipo poetry is essentially the art of using form to inspire content.

I think poetry shouldn't have any rules, people should just be able to speak their mind and pour their hearts on when composing poetry.

I think rules only apply to poetry if you’re aiming for a certain structure. If you’re not trying to emulate a sonnet or format, it’s all about the emotion you can provoke in your reader. Maybe you create your own structure with your own rules that are meant to create something. Or maybe it is just free and stream of consciousness style writing

To be able to write and often read good poetry, you should know the forms, devices, and yes - the rules. There is an "art" of a quality poem you should be able to recognize. A poem should "show" not tell the reader. It needs to leave something for the reader to discover for him/her self. Poetry is not just prose broken up into poetry form. The devices and techniques are what sets poetry apart from other literature. How you apply them to your own writing, will determine how great of a poet you are.

Some forms of poetry are definitely too strict. Writing should be based on creativity.

That depends on the type of poetry you are writing..rules are necessary I guess for bigger impact
