Per cent, Percent or %

Some grammar rules (and embarrassing mistakes!) transcend the uniqueness of different regions and style guides. What is the most efficient in writing reviews with the following words?
-per cent
-percent
-%

I'd spell out percent unless you are putting a number before it, like 12%. Do not use "per cent." It means something different. It would mean 12 per penny as a cent is equal to a penny.

The symbol % is simple.But I would rather use 'percent' in reviews instead of % and 'per cent('it doesn't indicates percentage)
