Commas in Compound Sentences: Being Outmoded?

I am really confused how to add comma in compound/complex sentence. I am not really good with grammar but I badly want to learn how to write better review.

I have noticed this in the book I am reading for review. The author seems to randomly use commas in compound sentences and not use commas in other compound sentences.

Not all compound sentences warrant a comma. If the two clauses are both independent, a comma is necessary. If one clause is dependent, then a comma cannot be used.
Life without a good book is something MrsCatInTheHat cannot imagine.

A sentence with a dependent clause and an independent clause is a complex sentence.

Commas are used for a variety of reasons, and they are not outmoded in complex sentences. They just need to be used correctly. I was taught this in high school in the 70s, college in the 80s, and my children have been taught this way more recently.
Life without a good book is something MrsCatInTheHat cannot imagine.

not really commas in compound sentences is still being use and from an observation it makes reading and writting even more interested, anyway it depend on the method or mode of write up or writting.
