Comma before 'and' and 'or' in a list

Comma before 'and' and 'or' in a list

It is my understanding that it is not grammatically incorrect to leave out a comma before 'and' and 'or' if you are using it in a sentence where you are listing different things. Please can someone confirm this for me?
