OK, thus far we have .....

1) A British actor and a British character
2) Written in the first half of the 19th century
3) Character is male
4) Character is a child
5) Character is not the main character

Is the character at any time in the novel engaged, either by choice or by force, in illegal activity of any sort?

Good summary. No, the character engages in no criminal/illegal activity.

What we know so far ....

1) A British actor AUTHOR and a British character
2) Written in the first half of the 19th century
3) Character is male
4) Character is a child
5) Character is not the main character
6) Character is not a criminal either through intent or coercion
7) The book might be considered a children's story
8 ) Character and main character have diametrically different personalities through most of the story
