The story takes place from somewhere between 1850-1865. ( I'll try to narrow the time period down more if I can).

Is the character the artist, Old Behrman, from The Last Leaf by O'Henry?

No, the character isn't an artist, and the author isn't O'Henry:

1 Male character.
2 Male,Well-known, American author, not O'Henry.
3 Time period: winter 1849, spring 1850
4 Fiction
5 Short story with a surprise for the character but not really for the reader.
6 Most people know the author's real name and his pen name.

Does the story in which the character appears involve a treasure or a large sum of money?

It involves a sum of money, probably a large amount, considering the time period (A $40 bet).
