I think it means that there are two people that will win 25 dollars each. The first being anyone that opens a discussion that has the most replies and the other being the person that replies on all discussions opened. You must have read a book before opening a discussion on it.

I want to know if the discussion must be on only the book of the month or I can open a discussion about any book I have read.

The topics must be only about the book of the month. If you open a discussion that is not related to the BOTM such as a discussion about another book, that discussion will be locked by the admins.
