A bandana?

Hobos used to make a bag out of a bandana and a pole to travel with. You tie two corners together to make one bag out hat. A bandana covers you.

And though the word Bandana is a foreign-language word, for the answer, we are looking for a different language.

And for clues #3 and #4, I divided the word in 2 parts: port and manteau.
#3. While the first part of me lets people and things rest and go: Port - because seaports are also simply called ports.
#4. My second part covers you: Manteau - a loose gown or cloak worn by women.

Seriously, I'd estimate that at least half my correct guesses are really just desperate guesses.

OK ... Here we go ....

1) Sometimes I am light complexioned and sometimes dark.
2) Sometimes I stand erect and sometimes I twist myself into a knot.
3) Some people love me and others do not .... (but DATo does).
4) I am organic but have no organs.
