OK ... new riddle?

1) I am actually the opposite of what I appear to be.
2) I am usually carried by desperate men, but sometimes by desperate woman.
3) I am almost always associated with the wearer's profession.
4) I am often seen in the presence of an exotic bird.

What am I ?

Hint: Clue #1 - 1) I am actually the opposite of what I appear to be.

I feel a little guilty about this clue because it involves an explanation of facts which are not commonly known. Suffice it to say that the object worn is universally imagined to suggest a debilitated condition of the wearer when in fact the object performs exactly the opposite function.
