4. Files, downloads, click on the book title file, open with pdf viewer.
5. The fourth step is where my issue lies. The downloaded file is only a book cover - 3.31MB - not the entire book. I retried the first 3 steps to open, then clicked on open with Word, to the same result.
6. No error message.
7. I downloaded the Kindle app, but could only open the same file as before using this app. I was unable to download the selected title in a different format after updating my preferences. I removed the downloaded file from my device

You should have checked the format on the Select tab before picking it. One can only get the format offered on the Select tab.
