Yes, not only a food crisis but there really was a shortage of food. Shortage of food was the bottleneck of all the problems presented in the book. During that time, Food Banks Britain ran out of food, too, despite the donations they got from the excess food from supermarkets. Food Banks Britain had served their purpose during that time.
