Is McDowell about a person or a book?

I felt like it was more about him but in the last part of the novel a lot of his life revolved around the memoir he was writing so it was bound to play a large role in the story

I think the book was used as a way for his character to question his life. He was able to search out truths about himself and the world around him through his memoir. If he had never tried writing the memoir, his encounters with the people he met on the run, wouldn't have been so meaningful to him. He probably would have brushed off their insights instead.
