Corruption is an individual undertaking. Individuals participate in corrupt deeds and not the state, organisations or entities as a whole. Going by definition, corruption is lack of integrity and honesty. It means lack of the two elements can only be by individuals. Therefore corruption is carried out by individuals.

Corruption is definitely initiated by individuals, but in some societies, it has been enshrined into the normal working of things. This makes it more disgusting and damaging.

When corruption is rampant in a state or organisation and it is endorsed by the behaviour of those in authority, it becomes the norm, part of the structure and moral climate. Everyone does it, so everyone thinks it's OK. That is when it becomes terrifying because it is almost impossible to eradicate.

Paco may be a corrupt business man, but I feel that, in this story at least, he was justified. With the tender system in place, that as far as I know all governments use some form of, it is rarely that the best plan gets implemented. Paco cheated the system by undercutting the bid of everyone else, and in so doing the best design got picked. If instead of embezzling the money from the company and making a run for it, he had just said "OK, we underestimated to cost we need more money to complete" I would have called him a hero.

In conclusion, I don't like corruption, but I hate the system that makes these sort of choices necessary, worse!

Corruption, unfortunately, is every where. Yes, I agree it is bad, and that yes it is an individual person. You can be related to or grew up with someone who is corrupt but be honest yourself. Each individual person has to make that choice every day of lives.

I would say everybody is prone to being corrupt as long as the environment is conducive. Private individuals do not undertake corrupt deals by themselves. There is always that innocent bystander that should do something to stop it but instead fails.

This is why I am not a fan of politics. My involvement goes as far as praying that the right man is voted in for president and that he or she does good with it. Otherwise I find politics to be dramatic and dishonest, especially when it comes to things like corruption. I believe thought that no matter how dishonest people are, God will always look out for those that follow him.
