If it's the second, you should research a man named Gonzalo Frasca, he has a PhD in Game Studies (here's his Wikipedia Page: https://en.wikipedia.org/wiki/Gonzalo_Frasca). He has written several books about the impact of games and the similarities of games and narrative.

If your goal is not to get better at a specific game, but get better at winning games against other people, you might try something like Doyle Brunson's Super System: A Course in Power Poker. Yes it's about poker specifically, but it's also going to be about how you determine odds and how to look for tells in the other players.
