The cover page helps me decide whether to buy a book or not. If the cover doesn't appeal to me, I probably won't pick it up.

Very little. Although it is one of the reasons I mostly check out books. But in the end, what the book is about is what makes my decision whether to read the book or not.

Unfortunately, the cover page will have a real effect on whether I read the blurb and will also spoil or enhance the "feel" of the book for me while I'm reading it. I wish it weren't the case, but it is.
It really is a pity because good writing should be able to stand alone. But, there's something about the cover that pulls us in or tells us to move on - in the beginning at least.

As human beings we can't help having firts impressions, it's survival instinct. And first impressions are not based on one's personality, but on their looks. Even if we don't like to admit it, we judge everyone and everything around us. It's the same with books. I'm not likely to read a description or reviews of a book that doesn't appeal to me visually. But that really concerns books I don't know. If someone highly recommend a book to me before I see the cover, I'm likely to pick it up, even if it's not that attractive.

I find the cover page determines whether I pick up the book or not, but its the prologue or first couple pages that determine if I'm going to read it!

Initially I may become interested in a book because of the cover, but I always look at other people’a thoughts and opinions of it to determine whether I buy it or not. I haven’t ever bought a book because of its cover alone.

When I am in a bookstore picking books randomly, cover page matters the most. Because I will pick it up among other books.

Agreed. There are so many books in bookstores/libraries that I can't possibly look at all of them. When I find an interesting cover page that pops out to me, I'll actually pick it up and consider the summary or read a few pages to see if it would be a good fit for me. If not, then I'll just put it down and keep looking.

I do let the cover art influence my decision on a book. I notice many genres have similar style of book covers. For example, cozy mysteries generally have the same look with a colorful border, soft picturesque scene (garden, coffee shop, cottage, etc.) and usually a cat or dog at the forefront. Seeing those covers usually helps me to know I'll probably be interested in the book since I like cozy mysteries.
