I would start my own library. Use the closed libraries inventories, they're always giving away books. I'd get to serve the community and live my dream of being surrounded by books.

If libraries were closed it wouldn't really impact much for me personally, because I don't utilize our library. I would miss the annual sales, but other than that I would continue on as I have been by shopping at used book stores or Amazon or yard sales.
