Where do you try to open a topic? On each of the forums there is a 'new topic' tab at the left side of the page. Pressing on it will enable you to start a new thread.

Ah, I found it! It turns out that I needed to fiddle with the colors of my browser (I'm legally blind and apparently not all high contrast settings play nicely with OCB.) Thank you for helping and giving me the specific location to look.
